Overlay scroll into view not working

Hello,
I would like to have the overlay show up when I scroll into view but it is showing the moment you scroll for ID 196875. Has anyone else seen this problem before ?

Sorry I can add some more information to this -

I added ¨when element is scrolled into view¨ animation but the overlay shows after 5 seconds of entering the page no matter what. I added a video to show.
