I would like to use the Toyland or Petshop template, but none of the “shop” templates show up. Is this a Sitejet decision, or cPanel?

Great to read from you. Fantastic that you raise this question here. Actually,those templates will not be shown on provider accounts if the provider decided not to activate the Commerce feature.
So, if you like, please contact your provider and ask them, if they want (or can) to activate the Commerce feature. Then, these templates should be visible for you.

Ecwid is the tool that is used for our Commerce feature, yes 
This client does not need commerce until 2027/8, but they would still like to use the template design of either Toyland or Petshop. Is there a way to use its design elements without inspecting each element in devtools and manually trying to redesign it from scratch?
Yes, there is. Sign up for a trial and choose the template for a website. Then, you just copy and share it over to your site in cPanel. But it will overrite the existing content, of course
