Best Method for "rotating" web pages from Active to Archives?

Please note I am a beginner.

I’ve watched youtube videos and searched through SiteJet Builder and I believe I see how to do this, but thought someone must have encountered this before and may have a “best method” for doing the following:

With 3 or 4 menu Items, my plan is to post “current” topics on those pages, but after two weeks of “active” time, I want to post a “new” topic on each of the "active pages, and move the “old” topic item to an “archives” folder.
I realize the “active” pages are in HTML, but for readers who are researching, downloading/printing an archived article I am considering that a PDF format would be best once the “topic” is moved to “archives”. Am I thinking correctly? Or is there a better method/format? Or should I simply let readers “Print to PDF”?

Don’t worry, we all start some time. So, I am not 100% sure about the structure here.

Is this referring to articles that are displayed in the collection and on various places? Do you maybe like to share a website or video what you like to achieve? Happy to give you some insight on what makes sense.
